Perhaps you only changed the $spam_quarantine_method, but left others at their classical settings ($virus_quarantine_method, $banned_files_quarantine_method, $bad_header_quarantine_method, perhaps also (if enabled): $clean_quarantine_method and $archive_quarantine_method).
