Of course they are not - they are proprietary. See here: https://help.ubuntu.com/community/DataRecovery

All the free-libre stuff is every bit as good as the proprietary stuff. There just is no GUI.

If you have a free 20 Gigs of disk space elsewhere, use foremost or photorec to recover your lost files. You may want to image your faulty disk partition first, and then recover the data from the image.
