Of course they are not - they are proprietary. See here: https://help.ubuntu.com/community/DataRecovery All the free-libre stuff is every bit as good as the proprietary stuff. There just is no GUI. If you have a free 20 Gigs of disk space elsewhere, use foremost or photorec to recover your lost files.
