I do not believe that there was ever any call yet to make it a RG draft. If there is interest, I would suggest that Jeff try to respond to the comments with a new draft, and once published, we can discuss on this list about making it an RG draft.

Regarding the latest discussion, it seems to me that we ought to sketch out some requirements for this work. Jeff's current draft is not making it a goal to optimize (or modify) the DHT implementation to support HIP, but some of the discussion lately has headed that way.
