As far as modification of payloads, is this something that is detected at endpoints, and if it happens enough you go through the network and find the link where packets are being corrupted and fix/secure that link? ( Wouldn't the party responsible for modifying the bundles be liable under wiretapping laws as well?) Susan makes a good point in her presentation that replay attacks are a pain and have to be done in near real-time.
