I think we should both refer to the ASN.1 standard and also provide a brief recap in the LTP and Bundle Protocol specs for the convenience of the reader, with the caveat that anyone who wants to be sure to be ASN.1-conformant has got to go to the source documents. But we don't want to give the impression that we're starting our own branch of ASN.1 variants; if we're going to go with that standard, let's commit to it properly.
