Not sure 'bout that - which year's ASN.1 and which document(s) will you use? I've been playing with this stuff, sometimes in excruciating detail, for years now and couldn't tell you off the top of my head (its a bit of a moving target due to a number of things, e.g. ISO trying to make ASN.1 base specs free, new encoding rules, changes to the language, etc.)

We're not committing to ASN.1 - if we were then all of the bundling and LTP PDUs would be defined that way and we'd have to have appendices with ASN.1 modules (identified using registered OIDs btw) and lots of other stuff. We're cherry-picking one very, very tiny bit of the distinguished encoding rules for OID arcs, that's all. The reference to the ASN.1 specs is informative and not normative.
