[dtn-interest] ...with beefed-up Security Considerations

Here's the bundle protocol spec one more time, now with an expanded Security Considerations section -- thanks, Howie!

The alert reader will notice that two further updates have also managed to find their way into this edition of the draft:

  1. For consistency, a new "time of custody acceptance" field has been added to the Bundle Status Report. This saves the "time of receipt" field from having to do double duty, somewhat simplifying implementations, and it might be significant in the event that some future implementation introduces a non-trivial delay between bundle reception and acceptance of custody.
  2. A new 8-bit "flow label" field has been added to the Primary Bundle Header. The intent of this field is mainly to enable configuration-specific QOS hints to be passed through to the convergence layer adapter and/or propagated to downstream routers, more or less as in IPv6. I don't know exactly how it would be used yet, but this kind of thing keeps popping up in CCSDS protocol design discussions, so I think it's a potentially valuable feature that doesn't seem to cost much.

I really want not to slow down the process of getting this new draft started on its way to RFC-hood, so if we find either or both of these updates to be controversial I will gladly drop it/them like steaming tarantulas. If not, I would suggest that we start RFC-ing this draft soon, like maybe October 17.
