There is nothing illegal about making ISO images of OpenBSD. www.openbsd.org does not provide ISO's in order to reduce load on the server and the people who would support them, but anyone is free to package them up like that.

Remember though, if you're not downloading the files from the site or an official mirror, there is no guarantee about the integrity of the data, so caveat emptor.
