The options(4) man page talks a little about this panic. However you really shouldn't have to tune those values, at least in recent versions of OpenBSD. Try following Art's suggestion in the mailing list archives. When you get into the ddb> prompt, type "boot dump" and then after rebooting run "vmstat -m -M /var/crash/<name of the core dump>" to see the memory allocation at the time of the crash.
