Did you follow diskless(8) advice? The machine could not get a rarpd(8) on the network to answer it, so it has no choice but to panic.

Please follow diskless(8) operations, setup rarpd, rpc.bootparamd, and an nfs server with bsd.rd in the / exported filesystem, and you should be fine.
