arp -s

Hello,
sorry that i post this mail and second mail in this mailing list,
first i write to news group, but i not recive any help, i write to misc@open... not recive any help and i now write to bugs@op.. where is lots of peoples and obsd developers.

i have problem about arp -s,
can any body tell me what is the problem?

# arp -s 192.168.11.15 00:60:97:92:58:1e permanent
set: can only proxy for 192.168.11.15

# arp -s 192.168.11.15 00:60:97:92:58:1e pub
arp: writing to routing socket: No buffer space available
