3.2-current: don't know how to make .cat9

It looks like there is a small problem with the Makefile v1.60 that I noticed tonight. During my build, I got this bit of text:

nroff -Tascii -mandoc /usr/src/share/man/man9/resettodr.9 > resettodr.cat9
nroff -Tascii -mandoc /usr/src/share/man/man9/shutdownhook_establish.9 > shutdownhook_establish.cat9

nroff -Tascii -mandoc /usr/src/share/man/man9/sleep.9 > sleep.cat9
nroff -Tascii -mandoc /usr/src/share/man/man9/spl.9 > spl.cat9
nroff -Tascii -mandoc /usr/src/share/man/man9/startuphook_establish.9 >

startuphook_establish.cat9
make: don't know how to make .cat9. Stop in /usr/src/share/man/man9. *** Error code 2

It looks to be because of this little line in the Makefile:
