anchor grammar in pf.conf(5)

The pf.conf(5) manpage lacks BNF describing anchor rules in the GRAMMAR section. This is an attempt at adding it. Since writing BNF type stuff confuses me it's probably wrong.

Props to ec for noticing the omission and to jolan for telling me to get off my arse^W^W^W^W just do the diff.
