I am unable to reproduce this on recent -current i386 machine. Can you upgrade to the snapshot on ftp.openbsd.org and try it again? It should be more stable than what you are running now anyways.

Here's what I tested:
copied your ruleset to /etc/pf.conf
changed bubak_if and djinn_if to fxp0 and fxp1 pfctl -Fa; pfctl -d; pfctl -e; pfctl -f
rebooted with pf=YES
rebooted with pf=NO and did pfctl -e; pfctl -f
