ANTISpam and Sendmail

I'm using Sendmail with the antispam configuration

( FEATURE(dnsbl,'relays.ordb.org',......... ) )

I would like to know what is happening when the site relays.ordb.org is not available, reachable .

Is my server send the mail ?
