/dev/bpf* and ppp as non-root

Hi,

I run ppp as a normal user ("allow users alex"), belonging to the group "network" (otherwise I couldn't start pppoe). And everytime I install OpenBSD, I have to:

    sudo chgrp network /dev/bpf*
    sudo chmod g+rw /dev/bpf*

Why are /dev/bpf* belonging to group "wheel"? Can't they be changed to belong to "network" by default? It seems to work fine for me.
