Apache is installed by default and disabled by default.

/usr/sbin/apachectl
/usr/sbin/httpd

>From my /etc/rc.conf
# use -u to disable chroot, see httpd(8) httpd_flags="-u"
# for normal use: "" (or "-DSSL" after reading ssl(8))

Did you actually read /etc/rc.conf or did you delete this line?
