I miss one very important detail here: What do you want to achieve with this setup? And, pushing aside the fact that the obsd public dynamic IP confuses me, I can definitely see one problem: You try to Bridge between distinct IP Networks. That cannot work. To connect the two /25 nets, you need a router (or a bridge with nat, but that's asking for trouble). If you want to bridge between the two parts, they need to be in the same IP network.

Configure all hosts to be in 192.168.1.0/24, make the OpenBSD box a bridge and you're done.
