Some ISP's do this. However:

minotaur% ping 62.219.77.24
62.219.77.24 is alive

You do seem to be answering pings at that address. It would be helpful if you explained who you were pinging from and who you were pinging to. Additionally, if you had a shell outside your network, it would be helpful if you could determine if you can ping through your ISP's network.
