Can is stop the NFS *suite* of services? No.

For simple 1 command programs it's fine, but that's generally not the issue. "go turn off httpd" can be handled pretty well by a Jr. System admin.

"export the /foo disk are restart NFS" takes more than that. "restart mail cleanly" takes more.
(stop mail, the milters associated with it, clean out stale lock files if you want, startup spam assassin, the spam assassin milter, then start sendmail)

Simple solutions to simple tasks aren't the hurdle. simple solutions to more complex tasks is.
