Just re-establish the VPN in your ppp.linkup/dhclient-script or whatever. And you have to re-generate isakmpd.conf on every address change, because it only accepts IP-Addresses. But other than that, it works. Sure it's a little ugly, but when all you have are dynamic IPs what are you going to do? I don't know of a document that would specifically talk about dynamic IPs, but the OpenBSD FAQ Chapter 13 is excellent and the only thing you need to do on top of that is writing a script that changes the IP in isakmpd.conf after an address change.
