Open has many many definitions.
- Once you could be Open by using VME rather than a proprietary   (and patented) DEC backplane.
- Once you could be open by embracing standards based protocols   (TCP vs. IPX/SPX)

The list is long.
Define open as "we publish all our source code and let anyone do anything they want with it" as a version of Open defined and used by the BSDs (free/net/open).
