When the sendmail bug came out we inported sendmail 8.12.9 and re-tagged the changed bits. That means that sendmail 8.12.9 is in OPENBSD_3_3_BASE, not just the 3.3 stable branch. Because the CDR master for 3.3 had not yet been sent to the plant (it was delivered there today) we are able to ship 3.3 with 8.12.9.
