 I use a similar set up, I may be mistaken but I'm sure a rule like this will
work (you need a pass rule)

rdr on $Ex proto tcp from any to any port 80 -> 192.168.0.11 port 80

pass in on $Ex inet proto tcp from any to any port 80

that should do you. You're not letting the traffic destined for the web server in.
