It's clear you do not understand business.

For one [1] server OS, you need only one [1] CD.

If you buy ten [10] CD's that nine [9] CD's to much.

If you buy one [1] CD for $500 that will 'just' fit.

The fact that in your mind $500 means $500 does not necessarily mean your way of thinking is acceptable in business.

As you might be aware off 'zeikerd.org/office' has a different 'look and feel' to it than'openbsd.org/office' however as Theo has made clear over and over, OpenBSD is a hobby OS. If you want to base your business on it, you are on your own.
