Its license term is written in Japanese (but broken encoding, so I had to recover it). The license term in README file says "xneko is a public domain software. distribution and modification are permitted."

Tarballs of original port and my port are slightly different. I don't know about xneko's history exactly, but it seems that original port's tarball was contributed to 4.4BSD and my port's one was contributed to X11R5.

Original port's tarball has a Makefile for BSD make. My port's tarball has an Imakefile and a Makefile generated from it. Other files are almost same.

But original port's tarball is not available now. So, I rewrote the port.
