update for snort

Can someone apply the attached diff? (diffs inside net/snort)

This updated release has lots of new features and fixes a remote overflow in stream4 that was announced today.

default worked on 3.3, but I don't have time to test postgres or flex response yet.

As this fixes a remote overflow, this probably needs to be back ported to 3.2. If requested, I can do the backport as well.
