security/cfs update

this updates security/cfs to 1.4.1. it's pretty much a rip-off of the freebsd port. blowfish is natively supported[*] now. there was no maintainer, so i stuck my email address in there. also, since the only distro site i could find was matt blaze's (crypto.com) i set all the PERMIT_* flags to "No - Crypto from USA".

does anyone actually use cfsd any more?

[*] "supported" and "cfsd" aren't that meaningful together...

     GDB has a 'break' feature; why doesn't it have 'fix' too?
