What is making successive versions of GCC slower?

Are more problems of other types showing up in new versions of GCC?

If Openbsd settles on its own version of GCC 2.95 as the system compiler, can the other compiler be installed and used for userland stuff such as KDE (I've ordered all of KDE 3.1 source on a CDROM so I can play with it conveniently).
