Unless you're adding stuff later, it might make comprehension easier later to use a /30 netmask on the "point-to-point" link. That might solve problems you had with arp for remote networks on a local interface, as well. Do that, then just setup routes on FW1 so that it can reach the networks attached to RT1 (route add 10.3.1.0 netmask 255.255.255.0 10.10.1.1, etc) and you should be fine.
