Is this because you are trying to communicate between two windows boxes? Windows sets
the DF flag for filesharing traffic, forbiding the router from breaking stuff up into smaller fragments.
The cool thing is that you can now use pf to unset the flag, thereby allowing the router to
fragment the traffic.

I don't know if this will work, but it's easy enough to try, and it might fix your problem.
