Just a quick update on this..

This is being caused because of my keep state rules.. I have added a temporary keep state that looks like:

pass in on fxp0 proto tcp from any to 196.34.165.210 port 80 keep state

my altq filter:
pass out on fxp0 from 196.34.165.210 to <za> keep state queue opium_01_l #incoming pass out on dc1 from <za> to 196.34.165.210 keep state queue opium_03_l #outgoing

fxp0 = gateway interface
dc1 = interface 196.34.165.210 is connected to

When I ftp to 196.34.165.210 my altq queue's work fine but as soon as I download a file via http it has unlimited bandwidth. If I remove the incoming keep state it works fine.

What could cause this?
