puc PCI modem support

I would like to get support for the 3COM 2977 PCI controller based modem into the puc driver. It is a pretty mainstream device, and would allow for a nice dial-backup in an OpenBSD firewall. I am only an entry level programmer with some scripting background. This is the data I have available to me.
