When was proxyarp fixed?

I'm experiencing flaky behavior with pppd and proxyarp under 3.1 Stable: arp -a shows what looks like the correct proxyarp entry, but it just doesn't cause the machine to answer arp requests properly. From reading the archives, it appears this is a known problem which seems to have been fixed. Can someone tell me at what release this was fixed? (Or just the name of the file in CVS I should be looking for ...)
