The first work that did share some info was T/TCP,

In 1997, RFC2140 described exactly the above.

A few years later, the Congestion Manager (Sigcomm, RFC2134) presented a mechanism outside TCP that integrates the information across many protocol types, including UDP if desired.

I believe bits of RFC2140 are in Linux, but don't know if they're currently enabled:
