apache's rotatelogs

Well, I've been trying to use it. I think I've got the syntax correct, and httpd -t reports syntax ok, but when I try to run it, it complains (2)No such file or directory: Couldn't start ErrorLog process and that's after I made the directory world-writable. The directive is:
 ErrorLog "|bin/rotatelogs /path/to/logs/httpd/error_log1 86400"

I've been googling, and find people asking this question, but no answers.
