There are tools out there that would allow him to provide these services to customers at substantially below some of the MSSPs you mentioned charged. I think it is possible to provide this service sub-1000 dollars a month

What's he going to do? Give it to them for free? (I kind of doubt it.) Unless he truly isn't intending to do managed IDS for them, his costs are going to be the same or higher than an MSSP, so he either has to pass that on to his customers or make it a value add and absorb the cost (which would be a pretty expensive gift.)
