I just wrote a SIMPLE script which copies the contents of the file systems to other partitions, after that I just have to edit the copied /etc/fstab and reboot the system. The first time of course I also had to reconfigure the boot loader (lilo in my case). You can find a not yet finished report about my experience doing so. The report is in german, but it contains the self explaining script! My script uses cp, a more elegant solution would be to use tar, but that's just optimisation. Hope this helps give an answer to your question. I would say the answer is: may be no tool exists, because it's a to easy task for a dedicated tool ;)
