ISM Permissions?

Hi all,

Does anyone know how I can give someone access to the Internet Services Manager (local) and NOT give have them in the administrators group? This is on a 2K Advanced server. If I don't put them in the admin group they can open the ISM but can't see any sites. I already tried adding them as Operators in ISM... Thanks.
