I believe that only shows interactive logons.. You can reboot a machine remotely without "logging in", eg: shutdown /r /t 1 \\machine

I wonder if auditing "priviledge use" would give you what you need..

If you use success auditing for loggons and logoffs you can infer the rebooting user from the the security log.

I do not know of a way to do it in Windows 2000 off of the top of my head. However, this is logged by default in Windows 2003 Server.
