Error Message: User Interface Failure: The Logon User Interface DLL Msgina.dll Failed to Load

A small fraction of Windows 2000 SP3 servers in our environment have experienced the error described in KB article 329316 after applying MS03- 026. It required the application of W2K SP4 to resolve the issue. Has anyone else encountered this? I could not find this issue referenced in the KB article for either problem.
