Rob is essentially right, except that some corporates are
bitterly opposed to inappropriate notifications. Some
products are simply not good enough to differentiate between
when it might be appropriate or useful to send notifications,
and when it only burns bandwidth and creates confusion.
Sometimes the problem is less with the AV engine than with
a 3rd party wrapper implemented as part of a "managed service"
that doesn't understand real incident management.
