Strange Bugbear@mm infection consequenses

Recently our network got contaminated by the bugbear virus. Now there are a number of nt/2000/XP-clients wich are opening all files in root, registry fixing does not help this issue. As does disinfection with both the symantec bugbear-removal-tool and the stinger tool from mcafee. Did anyone experience such occerences with a virus infection before ? There is one slim chance this has something to do with a broken policy but this is not very likely. Unless the unlikely mix of NT-server with NT/2000/XP workstations is the cause of all this.
