We use Inoculate anti-virus at work, and I've yet to find any problem with it containing outbreaks. Have you looked and checked your policies for Inoculate, and ensured that you don't have it set to automatically delete the infected files? Also for Exchange, I strongly reccomend Antigen, I've been using it for a couple years now, and love it.
