Anyone recognize a DDOS tool with the signature "The Matrix" and Catch Me"?

('binary' encoding is not supported, stored as-is)

Traffic is destined for an external address, using ICMP, with the message embedded "The Matrix Catch Me". About a million packets every few minutes, using spoofed source addresses that count up by 1 every second or so.

Any ideas as to what tool it could be?
