Hi,
as i understand you don't have any IP address configured and no interface does ARP.

Even if you specify MAC addresses on the ethernet level, how you the network stack decide on which interface to send the data ? The bridging part of the systems could decide that, but i think that this part is not   asked for sending own packets.

I see the following solution:
- specify the interface used to send the data at libnet_init call or
- configure ip on eth0 and eth1, configure route and you can ommit libnet_build_ethernet; interface can then stay to NULL at libnet_init
