dropping packets

Thanks and sorry if you already received this. I am building an application that is using libnet libnids, libpcap/winpcap and having problems with packets dropping. Some postings suggest increasing the kernel buffer size, how do I do this on Unix/Solaris and Windows? The machine I have access to will have over 1GB of memory for my application alone. Any other suggestion? Are there other packages I should consider? I need the ability to assemble and reassemble tcp packets. Thanks,
