I stumbled upon a message that explains the author's plan: http://www.securityfocus.com/archive/89/290473/2002-09-02/2002-09-08/0 says

Fine by me! I've always hated those little config scripts. But if it's really going away, it'd seem reasonable to remove it from the source tree. Otherwise people will keep stumbling over this.

Let's assume I had a patch ready that
* documented the demise of libnet-config in README
* removed all traces of libnet-config from the source tree

Would that be accepted?
