I should have mentioned: the debian libnet maintainer, whom I've been cc'ing, described part of his plan for this at http://changelogs.credativ.org/debian/pool/main/libn/libnet/libnet_1.1.0-3/changelog It says

  • Source package name changed to libnet0, I intend to use libnet name for the source package of next major version of libnet, 1.1.0, which I'm going to upload sooner or later.... So the Debian maintainer seems to be planning to name his packages libnet0 for the 1.0.2a release, and libnet for the 1.1 release. I don't know what he's going to do about the library names and include file names. - Dan
