What's the best way to uninstall libnet-1.0 on Redhat 8? What the best way to uninstall any prog, rpm or other?

How can I check to see if I have libnet 1.0 installed? If I use a 'which libnet.h' command, it only finds /usr/include/libnet.h. Inside that file it says v.1.1.1.1 2000/5/25. Does this mean I have libnet-1.1?
